In the original context, he’s talking about how he was “all things to all men, that he may by all means save some.”
I believe he was being accused of falling away from the disciplines of the gospel by eating with non-christians. He responded by saying “to the holy all things are holy” – The metaphor was basically shifting gears and saying -
hold on a second everyone that’s thinking I’m advocating a “live however you want” lifestyle. Anyone can “run” in a race. But not everyone will win the race. Discipline is how you win the prize. I do follow the law – but where before I had to, now I choose to.
